The Bewail city

Ragged into pieces of pain
Each piece tormenting a certain taxpayer
Not even a solitary taxpayer skimped on
Oh the city of bewail!

Walloping at taxpayers 
With no apparent misdemeanor
Gazing as their dreams are being dismantled
As they gawk in utter dejection,
Hoping to discern a glim.
