Require all birth registrations to include a gedcom! People already micro-chip their pets and tag their belongings, so a gedcom not only enables correct idenitification, but alerts medical professionals to genetic health and medicine risks whilst ensuring biological parents pay their way. Imagine how quickly clinics will re-open when men discover they have lifetime obligations!
