On September 11 2001, America felt its vulnerability even to threats that gather on the other side of the Earth. We resolved then, and we are resolved today, to confront every threat from any source that could bring sudden terror and suffering to America.

As all of us saw on television, there is also some deep, persistent poverty in this region, as well, ... That poverty has roots in a history of racial discrimination, which cut off generations from the opportunity of America. We have a duty to confront this poverty with bold action. So, let us restore all that we have cherished from yesterday, and let us rise above the legacy of inequality.

It may be that the Iraqi government provided assistance in some form to the recent attack on the United States. But even if evidence does not link Iraq directly to the attack, any strategy aiming at the eradication of terrorism and its sponsors must include a determined effort to remove Saddam Hussein from power in Iraq. Failure to undertake such an effort will constitute an early and perhaps decisive surrender in the war on international terrorism.
