The right to discuss freely and openly, by speech, by the pen, by the press, all political questions, and to examine and animadvert (speak out) upon all political institutions, is a right so clear and certain, so interwoven with our other liberties, so necessary, in fact to their existence, that without it we must fall at once into depression or anarchy. To say that he who holds unpopular opinions must hold them at the peril of his life, and that, if he expresses them in public, he has only himself to blame if they who disagree with him should rise and put him to death, is to strike at all rights, all liberties, all protection of the laws, and to justify and extenuate all crimes.

In bestowing charity, the main consideration: should be to help those who will help themselves; to provide part of the means by which those who desire to improve may do so; to give those who desire to rise the aids by which they may rise; to assist, but rarely or never to do all. Neither the individual nor the race is improved by almsgiving. Those worthy of assistance, except in rare cases, seldom require assistance. The really valuable men of the race never do, except in case of accident or sudden change. Every one has, of course, cases of individuals brought to his own knowledge where temporary assistance can do genuine good, and these he will not overlook. But the amount which can be wisely given by the individual for individuals is necessarily limited by his lack of knowledge of the circumstances connected with each. He is the only true reformer who is as care ful and as anxious not to aid the unworthy as he is to aid the worthy, and, perhaps, even more so, for in almsgiving more injury is probably done by rewarding vice than by relieving virtue. The rich man is thus almost restricted to following the examples of...others, who know that the best means of benefiting the community is to place within its reach the ladders upon which the aspiring can rise: free libraries, parks, and means of recreation, by which men are helped in body and mind; works of art, certain to give pleasure and improve the public taste; and public institutions of various kinds, which will improve the general condition of the people; in this manner returning their surplus wealth to the mass of their fellows in the forms best calculated to do them lasting good.

Animal model systems in cancer research have been a total failure…not a single essential drug for the treatment of human cancer was first picked up by an animal model system. All of the drugs in wide current clinical use were only put into animal model systems after finding clinical clues to their therapeutic possibility. The money was spent…for two main reasons. First, it was a highly profitable undertaking for certain medical schools and research institutions that were incapable of doing any genuine cancer research. Second, it was sustained by a superstitious belief in a grossly unscientific notion: mice are miniature men…in sum, from the standpoint of current scientific theory of cancer, the whole mystique of the animal model systems is hardly more than superstitious nonsense…the moral is that animal model systems not only kill animals, they also kill humans. There is no good factual evidence to show the use of animals in cancer research has led to the prevention or cure of a single human cancer.

The moral authority of our most cherished institutions comes from their voluntary nature: the value of advice from a priest, a teacher or a loved one depends in large part on the fact that we are free to ignore it. But judges' pieces of 'advice' are court orders, enforceable ultimately by the raw physical power of imprisonment. It is precisely because of the awesomely enforceable nature of our powers that we must be so circumspect in exercising them. It is one thing for a co-worker, family member, doctor, or clergyman to confront someone about a perceived drug problem; it is quite another thing for a judge to compel drug treatment. Drug courts not only fail to recognize this important institutional distinction, but their very purpose is to obliterate it.

Personally, I'm in favor of democracy, which means that the central institutions of society have to be under popular control. Now, under capitalism, we can't have democracy by definition. Capitalism is a system in which the central institutions of society are in principle under autocratic control. Thus, a corporation or an industry is, if we were to think of it in political terms, fascist that is, it has tight control at the top and strict obedience has to be establishedat every level--there's little bargaining, a little give and take,but the line of authority is perfectly straightforward. Just as I'm opposed to political fascism, I'm opposed to economic fascism. I think that until the major institutions of society are under the popular control of participants and communities, it's pointless to talk about democracy.
