The Unsupervised Stop Sign

I remember being ticketed twice for running a stop sign.
The first was for not realizing that there was a stop sign.
The second was willful because I was driving a car with a
bad battery, and was afraid that it would stall and leave me
walking if I stopped.  Of course, the officer did not believe me.
I tell you, there is no end to driving stories, and I don't know
for sure, but it's worth the muse.
I'm certain that our assumptions, percentages, and ticket
counts will be different, but allow me to muse anyway. 
Let's assume that 99% of stop signs are not supervised
by the physical presence of law enforcement officers.
Let's also assume that in spite of that reality, the
general public will comply with the law 93% of the time.
Let's continue to assume that 75% of those law-abiding
citizens are primarily complying for purely financial consequences.
Be advised that there is absolutely nothing scientific about my
assumptions. Let's further assume that there are basically two kinds
of law-abiding among those 25% who simply will not intentionally run
stop signs.  Let's dare assume that there are 15% of the kind of drivers
that are more concerned about 'safety' than they are about the law, which makes it rather easy for them to comply. That leaves us with an assumption that 10% of the drivers love the law and believe that lawmakers know what they're doing. Let's assume...
