There are two complete smaller couplets, Left/1st || Right/2nd.
Both Left and Right convey a, somewhat, singular couplet.
Basically, its' an articulation of 'Inner Rhyming'.

My two neighbors' homes view my full yard in the back.
The younger man has a dog and the elder man has a cat.
They knew all ought to be, || Dog was first, ok'd an elder,
for their two pets run free. || fence goes up, bars viewer.
Now he has two on this day||We thought not a thing of it,
that a cat had gone astray. ||until the other had also split.
A whole neighborhood turned out in support of the elder,
plus a lady who eyes about and says she's his daughter.
Talks o'er tea of how poor || She stood to sit by my side
life's been yet they endure.|| to assure an ear a surprise.
She shared with me what I thought could be a possibility.
Epiphany did strike a key, and fat lady is on the marquee.
It was the time that I had || stopped the car just a tad
seen from afar as her dad || lost, seemingly like a cad.
He's back in and drove down by me, I waved my hand,
but he didn't recognize me, twas then I knew firsthand.
It was at that time that they said he was blankly staring.
We all watched him lose himself to a sordid red herring.
Blurry details as we tried to decipher woefully incredible.
Learned the fate of two strayed kitties, so unimaginable.
He drove out to the breakwater with two kitties in a box.
One side calm, other grim, saw it bob till emptied on rocks.
They took him with his daughter by his side ... then later,
my young neighbor and dog moved back to Minnesota.
New neighbors moved into his home, hopes he fairs well.
His daughter oft', beams me a smile, all is fine, I can tell.
Several months had passed, until a knocking at my door.
A boy of twelve, said newbies behind say I'd know more.
He asked about the old man who live next door to me.
I told him that he's gone away and won't be back, sorry.
He said words that shocked me as I leaned on the wall.
He'd wanted to thank him for the cats he gave, that's all.
He gave me his private particulars if he liked to see them.
The revelation shed true light for many thought ill of him.
First, his daughter, her silence led to cries on the phone.
Intermittent words were found, that she was never alone.
I felt someone was owed a||It had pleased him to know
grin up there in Minnesota.|| that his lake is not shallow.
A State resolved their fates||Hail direction and stability,
it is not ten thousand lakes.||North Star State, officially.
To those: tidbits; tit-for-tats; and tiny wonders. A miracle.
It is the Best of time when it is time that is Last: Eternal.
