Does posting a poem in the Soup constitute publication?

In reading guidelines for  a number of sites I keep coming across things like

"Material submitted to xxxyyyzzz  is to be the author’s original work, previously unpublished and not under consideration by any other publication, including Web-based journals, personal Web sites, blogs, social networking sites, etc."

From what I can see posting in Soup is publication and thus would not be considered by xxxyyyzzz, which might make one seriously consider if  one's good stuff should be posted here. Yet the discussions and support are great, and one haters to post only second cut stuff here. Are there any get rounds? Is an edited version of an earlier 'publication" still considered to have been published?
