Too Much Icing On the Cake

I always shun the cake, With too much icing, Unless I have witnessed the bake. I always distance myself from a cake, That has too much frosting, And I find it hard see the actual cake. So, it is with me and bureaucracy, When I see too many layers, And little transparency.
