Police Visibility

To lessen crime:
                  everyone should smile
                  everyone should be vigilant
                  everyone should follow legal rules
                  everyone knows 911
                  everyone should learn basic self-defense
There should be installed cameras everywhere 
There should be police visibility everywhere.
