Sounds like something out of the stage play, My Fair Lady. "The rain in Spain falls mainly on the plain." I hope you've seen that play, or maybe the movie.

Shucks. Andrea beat me to the my fair lady reference. So I'll ditto that. I like these concise little couplets. Let's you focus on the meaning rather than trying to unscramble the words. Also, regarding the question posed in your poem: it kinda depends on whether or not you have an umbrella.
