He tells you he's read your group's every suggestion to ensure success of the organization. But although he seems open-minded, fair and kind, you get the feeling he has long made up his mind. Beneath his mantra on free-wheeling discussion lurks the threat of a condition sine qua non: you're free to put all ideas into question, just don't mess around with his final decision!
