'tsk, Tsk'

We all swore ‘Never Again’
  to let a maniac terrorize millions
Never Again, Never Again
  so swore pundits and wise men  

A new Hitler's in front of us now
  What’s our reaction? 
‘Tsk, Tsk,’ Vladimir, you butcher’
  ~ as we stew in our inaction
