They

It shouldn't be that way
That's what "They" always say

That's not the way it goes
Of course the "They", he knows

"They" help us tell the time
To pick the finest wine

Instruct us when to dance
And show us how to prance

     ...what to wear
          ...when to care

"They" also dictate right from wrong
"They" even measure short and long

But where is this "They" 
When it's time to pay

The piper who plays the song?
