She Struts On By

not a wisp taller than four foot two
sporting mile high stilettos
her tossed bleached hair
way up high in a loose chignon
red dress tails that effortlessly
flow dreamily behind her
without missing a beat
'excuse me ~'
she winks and smiles
as she struts on by

You have described her really beautifully, when someone's height is 4 foot 2 inch, she has to wear heals, otherwise she ll look so small, no matter how difficult it is to walk in them, it sure make your height look a little bigger. Good luck in the contest
