If Smiles Were Not Free

If smiles were not free,
Could they tax you and me?
Is happiness a luxury?
In Monopoly, there is a tax for such a frivolous activity.
Is sadness and pain a liability?
If so, can you claim it as deduction retroactive to the day you were a baby?
