Of course, Biden and Harris ought to salute our servicemen (protocol or no protocol). The pity of it is that neither Harris nor Biden (nor Trump, nor Obama, etc.) ever served in the military, and neither (none) of them has any business whatsoever being Commander-in-Chief. No protocol calls upon her to salute, and it probably didn't enter her mind. That being the case, she might well have inadvertently failed to salute.
