Here in Bolehland, one thing that can be observed and learnt...
It is that Government initiatives are noble and well meant...
Probably each working paper or proposal is well researched and presented...
In order that ample funds can be applied, get approved and funds allocated...
But the implementation phase always leaves much to be desired...
Politicians right, left and centre, there is at least one with grubby fingers in every project...
Political secretaries and ready stoogies clamour and scramble for such projects...
Word is rife, leakages of 10% are peppered along a pipeline within each released project...
By the time the project is finally implemented and actual works begin......
A major portion of the budget has been well siphoned into various pockets...
Before you know it, one observes substandard and problematic projects...
There will some hooha and projects' cost overruns are to be expected...
At the completion of any project, if it does reach successful completion...
The people are provided with inferior finished products....
When the final costs are tallied, a cost overrun is the saving grace...
For Bolehland citizens to enjoy finally the substandard infrastructures....
