Music has often been compared with language itself, and the comparison is quite legitimate. To understand the significance of the organizing factors of rhythm, melody, harmony, tone color and form, the analogy of a familiar language is helpful. Well, Secretary Ridge would have to speak for himself, but from my experience, you had someone who's got a history in law enforcement just looking at it from the standpoint, 'My goodness, we got intelligence here, we've got to raise the threat level.'
