Puzzle

How did he get to The Square
And then into it, for it's rare?
We can't him shoot; it'd be unfair
But we can't him leave; not this year.

Be advised to not cough: this blare;
It's The Thing to do and well fare.
Not that for this fellow I care;
Some acts one shouldn't again dare
Braved access to this out of bounds
Had had to yield unwished red mounds
But - pooh! - one could sit on a chair
And this keep chewing with raised hair
"How? How? How? Into out of bounds
It's been strict monitoring rounds.
