It is not the responsibility of the of the bonus recipients that priorities change after the bonuses were given. I don't see CEO's having their golden parachutes or bonuses taken away when goals aren't met.

When it comes to that, why do we the people continue to pay useless Congress men and women? That's right, we have to, because we vote them in again and again. Our fault

Military Bonuses

Military bonuses 
I'm hearing in the news
Are asking to be paid back
From the people that they choose

From the military people
Who signed up and that's a fact
Due to bonuses they got
On the hill there's little tact

Do not care the money's spent
That the bonuses a clause
In the enlistment papers
Why take it back? Well just because

I've got a better idea
Let's take back the money spent
On the Congress that's in Washington
Have not earned why they were sent

For sure their lives not on the line
They barely hit a lick
Then vote themselves another raise
Their greed just makes me sick

Leave alone the bonuses
The military spent
Against the waste that's on the hill
It doesn't even make a dent

If Congress didn't do it
Who's there to clear the beef?
The decision is the President's
The Commander and the Chief.
