The poor and the affluent are not communicating because they do not have the same words. When we talk of the millions who are culturally deprived, we refer not to those who do not have access to good libraries and bookstores, or to museums and centers for the performing arts, but those deprived of the words with which everything else is built, the words that opens doors. Children without words are licked before they start. The legion of the young wordless in urban and rural slums, eight to ten years old, do not know the meaning of hundreds of words which most middle-class people assume to be familiar to much younger children. Most of them have never seen their parents read a book or a magazine, or heard words used in other than rudimentary ways related to physical needs and functions. Thus is cultural fallout caused, the vicious circle of ignorance and poverty reinforced and perpetuated. Children deprived of words become school dropouts; dropouts deprived of hope behave delinquently. Amateur censors blame delinquency on reading immoral books and magazines, when in fact, the inability to read anything is the basic trouble.

Granted there are instances in which children have been reared in an atmosphere of inconsistency where value training of any kind was entirely missing; but even in these cases, it is the lack of loving guidance and structure rather than the lack of punitive retribution that has triggered the behavioral manifestations of delinquency. In a high percentage of court cases, there is evidence that the child has met with punishment that has not only been frequent but in many cases excessive. In fact, one of the sources of the child's own inadequate development is the model of open violence provided by the parent who has resorted repeatedly to corporal punishment, usually because of his own limited imagination. This indoctrination into a world where only might makes right and where all strength is invested in the authority of the mother or of the father not only makes it easy for the child to develop aggressive patterns of behavior but makes him emotionally distant and distrustful.

Violence among young people is an aspect of their desire to create. They don't know how to use their energy creatively so they do the opposite and destroy.

Now, neighbor confines, purge you of your scum! Have you a ruffian that will swear, drink, dance, revel the night, rob, murder, and commit the oldest sins the newest kind of ways?

There are souls that are incurable and lost to the rest of society. Deprive them of one means of folly, they will invent ten thousand others. They will create subtler, wilder methods, methods that are absolutely DESPERATE. Nature herself is fundamentally antisocial, it is only by a usurpation of powers that the organized body of society opposes the natural inclination of humanity.

We know that their adventures are childish. They themselves are fools. They are ready to kill or be killed over a card-game in which an opponent -- or they themselves -- was cheating. Yet, thanks to such fellows, tragedies are possible.

Strange and predatory and truly dangerous, car thieves and muggers -- they seem to jeopardize all our cherished concepts, even our self-esteem, our property rights, our powers of love, our laws and pleasures. The only relationship we seem to have with them is scorn or bewilderment, but they belong somewhere on the dark prairies of a country that is in the throes of self-discovery.

But look what we have built low-income projects that become worse centers of delinquency, vandalism and general social hopelessness than the slums they were supposed to replace. Cultural centers that are unable to support a good bookstore. Civic centers that are avoided by everyone but bums. Promenades that go from no place to nowhere and have no promenaders. Expressways that eviscerate great cities. This is not the rebuilding of cities. This is the sacking of cities.
