Perpetrators who Commit manslaughter could claim Asylum, if found Innocent after Trial. This was the case in Ancient kingdoms like Israel, Judah And others. They came to be Cities of Refuge http://www.thehighlanderspoems.com/life-3.php

That is correct that there was the City of Refuge and the family of the person that was violated could not go in and hurt this person but if they came out for any reason the family could take revenge. Keep the creative pen flowing. Sara
