You must be thinking of Honolulu, where every Mayoral candidate is busy selling their integrity with the hope of gaining Pacific Resource Partnership backing (sponsor of RAIL, where billions of dollars have disappeared and an audit cancelled because it would cost too much to discover where the money went).
