Not having a physical wall to presumably ease your narcissistic bad temper about illicit travelers from Mexico into the USA's multiculturally great sacred Bounty is also NOT a national emergency way to respond to a NOT even close to an emergency; more of a chronic supremacist stress syndrome. The construction of defensive/offensive walls is NOT an opportunity for internationally friendly investment in wealthy resilient climate care.
