Just commenting on other people's stuff will automatically get you some reads and comments, but not necessarily on a one-for-one basis. When you submit a poem, it may be good to read and comment on the poems posted around the same time - the "Poems - New (All)" link on the left side of the webpage. Doing this will generate more views for your poem, and a higher number of views will induce some people to read your poem whereas otherwise they would not. Also, the "Poets - Top Community" - these are the most active people, currently. Better-than-average change that them reading your poem will get a comment, so it's probably a fertile ground to be reading and commenting on what they write.
